There is no completely FREE way to use your computer to dial people and get free phone calls. The easiest and cheapest way to do this is to download 'Skype' which is FREE, and as long as you call another Skype contact the call is free aswell.

If you call a random uk landline number the cost is around 1.7 euro's a minute.

http://www.skype.com/intl/en-gb/

Using the dialler exe in windows xp will not do alot, as the person you call will just recieve a strange tone like a fax machine even if it does connect to start with.

Hope this helped.
References :
hm, I have no idea, but I think you'd need an old-school modem that plugs into the phone line... then use a program that talks to that.

Windows XP has a program called Dialer.exe you can run from the command line. This might be what you're looking for. Do searches for "Phone Dialer" XP.

I'm a Linux person, so can't try it out for you.
References :
You can but you have to get some hardware to interface between your PC and your phone line. Some (old fashion dial-up) modems can handle voice as well as data calls so see if you have one on the back of your PC.
