What does "no operating system installed", mean when looking at used PC’s?
Can I remedy this easily? Also, what specifics should I look for in my search for a used, refurbished pc, for my son who is a big gamer?
I believe it means you don’t have Microsoft Windows installed on that hard drive. Or possibly it’s booting to a different partition or secondary hard drive that has no operating system.
Most likely, you just need to re-format the hard drive and re-install Windows.
For a gaming computer, I think the most essential components would be the CPU, the video card, and the RAM. Online computer forums will give you a good idea of what is "high-end" these days.

is it realy bad to buy a refurbished pc?
I have a theory about refurbished products in general. They were returned under warranty so they are most likely less than a year old. The repairs were made and hopefully the whole unit was checked by quality control after that. With the exception of some cosmetic issues it might be better than new. Valid theory? Who knows. I would not recommend buying a Toshiba, I own one and love it, because for some strange reason they only have a 30 day warranty. With most other brands that I see the warranty is a year. What’s good to know about buying refurbished PC’S…? Do you get a new h.d.?
Well if your buying refurbished from say tiger direct I would say that they are better than a new one of the same model heres why. This machine has been gone over with a fine tooth comb to track down the original defect that caused it to be r.m.a.’d to start with especially if its "factory refurbished" The quality assurance is far more rigorous on a refurbished system ..
I have seen the HP facility where this is done and have bought several such systems for individuals who did not want a custom build and am happy to say that I have never received a call back on any of them…
No manufacturer wants to see the same system returned twice, it begins to cost them money after that
..
Except for gateway don’t get a Gateway period their consumer side customer service sucks…

A "refurbished computer" is one that was taken back by the vendor, was taken apart and checked for all the working parts to be in good working order and then put back together. It’s still works and is in great working order, however, it has been used by the purchaser before it was returned back to the store. Besides that, the vendor gives you a great price on it and it can’t be sold as "brand new" because technically, it isn’t.
